Mexican Site for Public Enemy Show : Concert: Rap group’s San Diego-area venue odyssey leads to club in Tijuana.

In recent days, the controversial rap group Public Enemy has been living up to its name by inadvertently playing hide-and-seek with fans, the media and law enforcement.

A San Diego concert scheduled for this weekend by the top-selling act has been rescheduled so many times that, if there weren’t a harried promoter and many dazed venue operators to be held in evidence, one might conclude that the whole thing is a hoax.

The odyssey began weeks ago when promoter Javier Lugo booked Public Enemy to perform today at O’Brien Pavilion at the Del Mar Fairgrounds. When problems brought about by ongoing construction at the site necessitated a change of venue, Lugo last week moved the show to the Hard Times Billiards club, downtown--three days before Hard Times went out of business and locked its doors.

The 26-year-old Lugo then changed the date to March 8, and announced that the concert would take place at the Scottish Rite Memorial Center in Mission Valley. However, according to Julian Cambridge of the center, Public Enemy failed to fulfill certain contract obligations. An exasperated Lugo finally took the concert across the border to Tijuana.

At press time, Public Enemy was scheduled to perform at 9 p.m. Sunday at Tijuana’s Baby Rock, an 18-and-over club at 1482 Diego Rivera (across from the Guadajara Grill). Tickets are $23 (including service charge) through TicketMaster outlets, and can be charged by calling 278-TIXS.

Baby Rock’s telephone number is 011-526-634-2404. All previously purchased tickets will be honored. In case there is a last-minute change, the promoter has an updated recorded message at 488-4788.
