As Manuel A. Noriega’s defense against drug and racketeering charges neared an end in federal court in Miami, a U.S. drug agent read letters citing Panama as an example of cooperation with U.S. anti-narcotics efforts. Drug Enforcement Administration agent Douglas Driver read letters praising Noriega’s police, but also testified that a major money-laundering investigation was frustrated by the same police.
