With six of the 12 most-watched programs, CBS again outdrew its rivals in the prime-time ratings last week--although not by much. Figures released Tuesday by the A. C. Nielsen Co. showed CBS with an average rating of 13 for the week, compared to 12.9 for ABC, 12 for NBC and 8.1 for Fox. CBS has won 10 weeks in a row.
* Most new series have had trouble getting off the ground this season. NBC’s new entry, “The Powers That Be,” tied for 32nd.
