SAN YSIDRO : INS Guard Indicted in Abuse Incident
An INS detention officer who allegedly struck two people being held at the San Ysidro detention facility was charged Tuesday with civil rights violations.
The federal grand jury in San Diego returned a two-count indictment against Alfredo Gutierrez, 36, of San Diego, after an investigation by the FBI, the inspector general and the civil rights division of the Department of Justice.
Gutierrez assaulted Jose Luis Dominguez and another unnamed person being held at the facility, violating their civil rights and using excessive force under color of authority, according to the indictment.
Gutierrez will be arraigned Monday.
