World IN BRIEF : GEORGIA : Shevardnadze Heads Top State Council

Former Soviet Foreign Minister Eduard A. Shevardnadze was appointed chairman of a new top state body in his native Georgia, according to a decree read on Georgian Radio. Shevardnadze is to head the State Council, vested with executive and legislative power in the aftermath of a monthlong civil war in the Caucasus republic.
