Auto Vapor Recovery Canisters Won’t Be Required: In a speech to the Economic Club of Detroit, President Bush said the Environmental Protection Agency will not require auto makers to equip new cars with “on-board refueling vapor recovery systems” as once contemplated to lower emissions while cars are refueled at service stations. Safety concerns were cited. Bush also said that next week, the Administration would give more details of its plan to buy older, gas-guzzling cars to remove them from the nation’s highways.
