3rd Bomb in 6 Months Damages Tax Office

HELSINKI, Finland —
A bomb exploded outside the city’s tax office before dawn Friday, shattering windows and damaging property in the third blast outside the building in less than six months, police said.
The explosions follow increasing public criticism of delays in the Internal Revenue Service’s handling of tax forms caused by computer problems. No one was hurt, said Chief Commissioner Pertti Loikkanen.
