MOSCOW : Whither Russia?
Russia’s Parliament, the Congress of People’s Deputies, convenes next Monday in a session that will do much to shape the post-Soviet future of the country.
On its agenda is a new constitution, with two drafts already in competition and more proposals expected. A second focus is economic reform, with not too much gain to show so far for all the pain the nation is going through. Also, Russia needs a new strategic defense doctrine that will, in turn, determine the size of its armed forces, their orientation, their weaponry, and the future of the old Soviet military-industrial complex.
