Makers of Generic Drugs Admit Fraud: Officials of two generic drug manufacturers have pleaded guilty in Baltimore to charges of falsifying records submitted to the Food and Drug Administration. Kumar S. Prasad, 53, manager of research and development at Chicago-based Pharmaceutical Basics Inc., pleaded guilty in U.S. District Court to misrepresenting the size of test batches used to seek approval for Timolol Maleate, used to treat hypertension, migraine headaches and heart attacks. In the other case, Arnold S. Mendell, 47, former director of quality assurance at Bolar Pharmaceutical Co., pleaded guilty to filing fabricated batch production records for Phenytoin Sodium, an anti-convulsive drug, and to obstruction charges.
