LAGUNA BEACH : Underground Utility Plan Is on Agenda

The City Council tonight will consider a plan to raise money for moving overhead utility lines underground in five areas by charging property owners.

About 215 homes would be included in a special assessment district, which was proposed by some of the property owners. The cost to individual property owners would vary from about $3,000 to $19,000.

Residents in all five zones presented the city with petitions in favor of the project. The petitions were signed by at least 70% of the property owners in each area. Although the five areas are separate, they would be combined as a single assessment district to cut costs.

The five zones are along Cliff and Marine drives, from Barranca Street to Coast Highway; La Mirada Street in Arch Beach Heights; Ocean Way, from Pearl Street to Moss Street; portions of Hillcrest Drive and Ledroit Street, and sections of Sunset and 10th avenues in South Laguna.

City Clerk Verna Rollinger said she has received between 20 and 30 letters of protest.
