District Rescinds 43 Layoff Notices

The Capistrano Unified School District Board of Trustees this week unanimously voted to rescind 43 of the 285 preliminary layoff notices sent to teachers and administrators last month.

The board sent the notices to all first- and second-year teachers to allow themselves “maximum flexibility” in forming their 1992-93 budget, which has a projected shortfall of $8.9 million.

The 43 notices rescinded Monday were for employees working at the elementary school level.

Supt. James A. Fleming said he anticipates that about the same number of notices will be rescinded April 20 for employees working at the secondary school level. If the district’s budget permits, any remaining notices would be rescinded May 4, he said.

Final layoff notices for certificated positions must be issued by May 15.

Ric Stephenson, president of the district’s teacher’s union, had criticized the district for sending out so many notices, which accounted for more than half the total layoff notices sent out countywide.

“I understand why they are being so cautious,” Stephenson said. “I just regret that teachers have to be put through additional anxiety.”

Early in June, the board will be presented with a final proposed budget and, after a public hearing, will adopt a spending plan June 15.
