CITY COUNCIL

PARKING LOT CLEANING: Approved a contract for $200,000 to the Mental Health Assn. of Los Angeles County/Oasis House to clean a city-owned parking lot at 674 S. Vermont Ave. in the Wilshire area of Council District 10. Under the terms of the one-year contract, disadvantaged youths will be hired to clean the 68-space lot of debris and graffiti. The money for a project such as this one is collected from parking meters.

GATED COMMUNITY: Approved a proposal to withdraw certain streets in the Hollywood area from public use and allow residents to install gates to control traffic and crime in the area. The closed streets will include Roxbury Road and Lincoln Terrace north of Sunset Boulevard. The enclosed area encompasses six homes.

GANG VIOLENCE: Councilman Michael Woo has introduced a proposal to spend $2,200 from his office budget to pay for Los Angeles police anti-gang officers to continue overtime patrols near Hollywood Boulevard and Western Avenue, where on March 28 two motorists were wounded by bullets fired from an apartment building. Several days later, a young woman was abducted from the corner, raped and set afire. The proposal will come before the council at a future meeting. The council approved a proposal by Woo to offer a reward of $10,000 for information leading to the arrest of the person responsible for the shooting of the motorists.

HOW THEY VOTED

SPRINKLERS: Approved a series of proposals urging officials to install fire sprinklers in county, state and federal buildings located within the city of Los Angeles. The council also asked for a status report from city administrators on the progress being made in retrofitting city buildings with sprinklers: Passed: 11-0. Voting yes: John Ferraro, Ruth Galanter, Nate Holden and Zev Yaroslavsky. Marvin Braude, Joel Wachs and Michael Woo were absent.

INSURANCE: Approved spending $46,440 to pay for the city’s annual liability insurance policy at the Los Angeles Police Academy, which is used for training of city police, police recreational activities and other social events. Passed: 12-0. Voting yes: Braude, Ferraro, Galanter, Wachs, Woo and Yaroslavsky. Holden was absent.

INJURY SETTLEMENT: Approved spending $289,589 to settle a lawsuit filed in 1986 by Lee Coy Odom, then 52, who suffered a disabling back injury while unloading hot oil--used to make asphalt--from his truck at one of the city’s asphalt plants. A jury found in favor of Odom. Passed: 12-0. Voting yes: Braude, Ferraro, Galanter, Wachs, Woo and Yaroslavsky. Holden was absent.

WRONGFUL DEATH SUIT: Approved spending $167,500 to settle a lawsuit brought by the family of Jesus Villanueva, who was struck and killed in October, 1988, by a city employee driving a city vehicle. Villanueva was killed while crossing Figueroa Street at Avenue 26. There were no signs prohibiting pedestrians from crossing the streets at that corner. Passing: 12-0. Voting yes: Braude, Ferraro, Galanter, Wachs, Woo and Yaroslavsky. Holden was absent.

LIBRARY FEES: Approved increasing fees for a number of special services at the Los Angeles Public Library, which include hiking the cost of replacing lost audio recordings from $10 to $15. This fee will be charged when the actual cost cannot be determined. A fee of $15 will also be charged for damaged compact discs if the actual cost is not determined. Passed: 15-0. Voting yes: Braude, Ferraro, Galanter, Holden, Wachs, Woo and Yaroslavsky.

HOMELESS HOUSING PROGRAM: Approved a non-financial agreement with the Watts Labor Community Action Committee to provide services for homeless families participating in the City’s Mobile Home Transitional Housing Program. The committee’s services will include counseling and assistance in finding permanent housing. The committee has a federal grant of $890,000 to provide this type of program services. Passed: 15-0. Voting yes: Braude, Ferraro, Galanter, Holden, Wachs, Woo and Yaroslavsky.
