In a national radio address from Washington, President Bush told welfare recipients they have an obligation to look for work and put their lives in order to qualify for public assistance. Faced with election-year pressures to limit federal spending, Bush has called upon states to try new approaches to providing welfare--a move that would avoid imposing new costs on Washington. He used the speech to stress that those who receive assistance bear obligations in accepting the public funds. “After years of trying to help those who are in need, we have found that too often our assistance does not help people out of poverty, it traps them there,” he said.
