SMOKING MAD: When Robert Beltran, 49, left the Orange County Jail on Monday after serving six months for a traffic offense, the first thing he wanted was a cigarette. Monday was the first full day of the county’s new no-smoking policy at the jail. No serious problems were reported, but Beltran says inmate tension was high. . . . “Some guys would trade a whole chicken dinner for a cigarette,” Beltran said. “By the end of the week they’ll do anything for a smoke.”
