COUNTYWIDE : Supervisors Oppose Bill on Air Board
The County Board of Supervisors has voted to oppose pending state legislation requiring that representatives from cities in the county be included on the Air Pollution Control Board.
The decision to oppose the bill, which would require the board to include at least one mayor or city council member by July 1, 1993, came Tuesday during the Board of Supervisors meeting.
The bill also would require a county and its cities to decide among themselves on the composition of the board, or face representation based on population, Air Pollution Control Officer Richard H. Baldwin said.
When air pollution control districts were created by the California Legislature, county boards of supervisors were designated as local air pollution control boards because of the regional nature of pollution problems, Baldwin said.
“Air pollution is a regional problem and requires regional solutions,” Baldwin said.
Several supervisors said cities should be included in air pollution decision-making before voting to oppose the bill.
