CITY COUNCIL

ENDANGERED SPECIES: Approved a motion by Ruth Galanter and Marvin Braude to oppose pending federal legislation that would amend the Endangered Species Act by requiring an analysis to determine the economic impact of placing a species on the endangered list. The study would include identifying potential loss of jobs and tax revenues by the designation.

HISTORIC MONUMENT: Approved a proposal to include the 13th Church of Christ Scientist at 1750 N. Edgemont St. in Hollywood on the city list of Historic-Cultural Monuments. The Italian Renaissance Revival church’s concrete auditorium was designed in 1925 by the Los Angeles architectural firm of Allison & Allison. The Sunday school building was designed in 1953. It features tiled floors in the foyer and stained glass windows in the auditorium.

HOLOCAUST MEMORIAL: Approved using traffic control officers for the large crowd expected during the Holocaust Memorial dedication ceremony Sunday at Pan Pacific Park in the 5th Council District.

STREET CLOSURES: Galanter has requested the temporary closure of several streets near Leimert Park in the Crenshaw area from 9 a.m. to 8 p.m. Sunday for the first Minority Community Festival Bazaar and Voter Registration Drive.

COMIC RELIEF: Approved a proposal by Michael Woo declaring May 9-16 Comic Relief Week and May 16 Comic Relief Day. Comic Relief is a nonprofit organization of comedians involved in fund-raising activities for the homeless. The group will conduct its activities in West Los Angeles.

LOAN: Approved an additional $720,000 loan to the developer of a commercial building and senior housing project to be constructed at Hollywood Boulevard and Western Avenue in Hollywood. The original loan to the developer was for $4.4 million.

APPEAL DENIED: Upheld the decision of the Board of Zoning Appeals to deny a request from a property owner to build a single-family residence at 425 Mt. Holyoke Ave. in the coastal scenic corridor in Pacific Palisades. Marvin Braude, who represents the area, asked the council to deny the request because it is in a landslide area.

GRAFFITI: Approved a proposal to spend $70,000 for billboard advertising in the city’s anti-graffiti campaign. The campaign, which is expected to be launched in about two months, will have billboards in English and Spanish. Passed: 12-0. Voting yes: Marvin Braude, Ruth Galanter, Nate Holden, Joel Wachs, Michael Woo and Zev Yaroslavsky. John Ferraro was absent.

RENT REVIEW CONSULTANT: Approved hiring a consultant for $30,000 who will help officials find the best method and contractor for an upcoming rent stabilization study. The most recent review of the city’s rent control program was performed in 1988. The study will cost an estimated $470,000, officials said. Passed: 12-0. Voting yes: Braude, Galanter, Holden, Wachs, Woo and Yaroslavsky. Ferraro was absent.
