LOS ANGELES : Property Manager Target of Charges

A 33-count criminal complaint was filed Thursday against a San Fernando Valley man in a case involving a Skid Row hotel repeatedly involved in slumlord litigation.

Named as a defendant in the complaint by the Los Angeles city attorney’s office was Mark Morris Savoy, 30, of Sherman Oaks. Savoy is identified as the property manager of the Winston Inn, a 63-room residential hotel at 311 E. Winston St.

Savoy and Paul A. Levy, 44, of Hawthorne, general partner of the hotel ownership group, were accused of 33 violations of fire, building and safety and health codes based on inspections by the city’s Slum Housing Task Force.

The charges filed Thursday represented the fifth time in the past five years that the hotel’s owners have been prosecuted for slum violations, said City Atty. James Hahn. The hotel has been owned by three different parties during this period.
