Former Ambassador Is Elected to ICN Board

Francis L. Dale, a former U.S. ambassador to the United Nations and publisher of the defunct Los Angeles Herald Examiner, has been elected to the board of directors of ICN Biomedicals Inc., a subsidiary of ICN Pharmaceuticals Inc.

Dale’s election is seen as another move by the ICN family of companies to bolster its international presence by selecting politically connected board members and officers.

Dale fills a seat that had been held by former California Gov. Edmund G. (Jerry) Brown Jr., who sat on the ICN Biomedical board from 1987 until resigning in December, 1991, to campaign for the Democratic presidential nomination.

And ICN Pharmaceuticals last year hired John Scanlon, former U.S. ambassador to Yugoslavia, as a vice president of the board of its ICN Galenika joint venture in that country.

ICN Biomedicals also said Monday it has selected John E. Giordani as senior vice president and chief financial officer. Giordani retains his positions as senior vice president and chief financial officer of ICN Pharmaceuticals.

Dale, a senior associate of Moxham Carver Inc., a Tennessee-based fund-raising firm, was a board member last year of Viratek Inc., another ICN Pharmaceuticals subsidiary.

An attorney who once practiced law for the Cincinnati firm of Frost & Jacobs, Dale, 70, also has had an extensive interest in media.

He served as president of the Cincinnati Enquirer before working as publisher and president of the Herald Examiner from 1977 to 1984. He was also vice president of the Hearst Corp., which owned the newspaper.

Dale’s interest in world affairs and politics led him to serve not only as U.S. ambassador to the United Nations, but also on several Geneva-based international organizations and as special assistant to the assistant secretary of state in the Nixon and Ford Administrations.

Other ICN Biomedical board members include CEO and President Milan Panic, who is also chairman of the board; Fred Andrea, former company president; Jean-Francois Kurz, who is also a member of the executive committee of the board of DG Bank Switzerland Ltd.; Thomas H. Lenagh, who has been a director since 1989; and Angus F. Smith, treasurer of Rohm & Haas Co.
