T-Bill Rates Mixed: The Treasury sold $11.5 billion in new three-month bills at an average discount rate of 3.71%, up from 3.69% last week. A total of $11.4 billion in new six-month bills was sold at an average discount rate of 3.85%, down from 3.86%. The three-month bill rate was the highest since 3.95% on April 6. The six-month bill rate was the lowest since 3.73% on April 13. The new discount rates understate the actual return to investors--3.80% for three-month bills, with a $10,000 bill selling for $9,906.20, and 3.98% for a six-month bill selling for $9,805.40.
