How deep is the split between Washington and the 12 member nations of the European Community? Next Monday’s meeting of EC development ministers, responsible for policy toward the world’s poor countries, will provide a clue.
They may endorse a proposed carbon-dioxide tax that the Bush Administration has rejected. They may also try to lock the EC into a more positive position on environmental assistance to the Third World than the United States favors.
