LIGHTS OUT: Just weeks away from crucial budget hearings, the county supervisors’ weekly meeting is dark today, and Board Chairman Roger R. Stanton is not happy about it. Three of the five board members were expected to be in France for the Euro Disney trip. But Supervisors Don R. Roth and Gaddi H. Vasquez backed out, which meant the board could have had a quorum after all. . . . Says Stanton: “I’d prefer to conduct business--period. But there’s no reversing the wheels on this thing now.”
