Home Loan Rates Down Slightly: Thirty-year, fixed-rate mortgages averaged 8.75% last week, down from 8.84% the week before, according to a national survey released by the Federal Home Loan Mortgage Corp. It was the lowest since rates averaged 8.73% during the week ending Feb. 14. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 6.02%, down from 6.10% the previous week. The rates do not include add-on fees known as points.
