Cellular Phone Firm Proposes Rates for Disabled: Bay Area cellular telephone carrier Cellular One has asked the California Public Utilities Commission to approve a cut-rate service for people with disabilities. Developed with Motorola and the World Institute on Disabilities, the Enable-link service would offer mobility- and vision-impaired people cellular service for $10 a month, as opposed to $25 or $50 per month now. Enable-link charges will be $1 a minute for weekday calls and 50 cents a minute in the evening and on weekends, slightly higher than commercial rates. Ed Roberts, president of the World Institute on Disabilities, said the idea is to make cellular service available to the disabled for emergency use. He said the Bay Area program could serve as a model for cellular operators across the country.
