House Speaker Thomas S. Foley (D-Wash.) said a proposed constitutional amendment requiring balanced budgets would bring crisis. Foley, appearing on ABC’s “This Week with David Brinkley,” said a proposed amendment requiring that the budget be balanced unless three-fifths of the Congress votes for a deficit would overturn majority rule and enable special interest minorities to demand concessions in return for contributing to the vote.
