Richard F. Sams has joined Sunwest Bank in Tustin as vice president and manager of the SBA department, which makes U.S. Small Business Administration guaranteed loans for capital expansion and commercial real estate acquisitions. Sams previously spent 24 years with Bank of America, most recently as vice president and SBA commercial banking officer.
