Foundering Chip Trade Pact to Be Reviewed: U.S. Trade Representative Carla Anderson Hills said various Cabinet agencies will try to determine why a goal of the 1991 agreement, calling for Japan to open up 20% of its market to foreign semiconductor makers, is not being met. In the six years of U.S.-Japan negotiations on chips, the market share of foreign-made chips has increased to less than 15% from about 11%.
