Partner Won’t Be Retried in Arrow Slaying

After two mistrials, a Stockton developer and sports promoter will not be prosecuted a third time in the arrow killing of a former business partner, San Joaquin County Dist. Atty. John Phillips said Thursday.

Phillips said he will seek dismissal of a complaint that Michael Blatt, acting general manager of the Seattle Seahawks in the National Football League in 1989, hired two former University of the Pacific football players to murder Laurence J. Carnegie in 1989.

Jurors in Oakland, where the trials were held because of publicity in Stockton, deadlocked 11 to 1 last month for acquittal. The first Alameda County jury deadlocked 9 to 3 for Blatt’s conviction.
