GONE WITH THE WIND: At budget crunch time, some things are sacred. Someone suggested at a recent public hearing that Garden Grove douse its Eternal Flame at the Civic Center to cut costs. Though a few years back the city did reduce the flame, dedicated to those in war, officials vow to keep it going. Actually, the wind keeps blowing it out. . . . But officials say it will definitely be lit for special occasions, such as Fourth of July.
