From Times Staff and Wire Reports

Severe thunderstorms developed over parts of Texas, and a tornado touched down 90 miles southwest of Houston, but no injuries were reported. Meanwhile, heavy rain fell along much of the East Coast, with up to eight inches flooding parts of Connecticut and forcing evacuations. Along the East Coast, showers and thunderstorms were clustered over southern and central Florida while heavy rain fell on Maine and New Hampshire, the National Weather Service reported. The Red Cross set up a shelter for more than 200 people evacuated from two neighborhoods in Waterbury, Conn., where the Mad River overflowed its banks. Flooding also forced Amtrak to charter buses to transport travelers between New Haven, Conn., and Springfield, Mass., spokesman Howard Robertson said.
