Pacific Bell on Monday announced a series of moves to encourage the rebuilding of South Los Angeles and help customers affected by the unrest.

The phone company said it will not assess late payment penalties on bills mailed in June to customers in the areas of the city affected by the riots. It also offered to waive up to $1,000 in installation fees for new businesses or residents moving in riot-damaged areas.

Pacific Bell said customers who wish to upgrade or replace their original telephone systems with either PBX or Centrex may work out payment arrangements for the difference between the new and old installation charges. The repayment terms may be extended over one year. Pacific Bell also said it will arrange a free loan of terminal equipment to existing or new Centrex customers.

The company said its previous offer to waive charges for its voice mail, message center, remote call forwarding and call forwarding services has been extended to a total of 60 days.
