Police Name 3 Captains

Three San Diego police lieutenants have been promoted to captain.

Lieutenants Gary Learn, Anthony (Skip) DiCerchio and Paul Ybarrondo were promoted to fill the positions of three captains who were promoted last month to assistant chiefs.

Learn, 52, who has been with the department nearly 31 years, had worked in criminal intelligence, homicide and in the equal employment office. Learn was in charge of a task force investigating serial slayings in Clairemont and University City, for which Cleophus Prince was arrested.

DiCerchio, 54, was hired in 1959 and had been the executive lieutenant out of the Southeast Division before being promoted. He was the department’s top-ranked representative of the multi-agency narcotics task force.

Ybarrondo, 55, was hired the same day as DiCerchio and had worked in the homicide and other investigative divisions.

It has not yet been determined where each man will serve, although three captains--Rulette Armstead, Nancy Goodrich and George Saldamando--recently promoted to assistant chiefs were in charge of the Southeast, Traffic and Central divisions, respectively.
