THOUSAND OAKS : City Partnership Urged for District

A private consultant has advised Thousand Oaks to form a partnership with business groups as part of an effort to restore downtown’s business district.

In a 116-page study released this week, consultants Doyle G. Hyett and Dolores P. Palma of Alexandria, Va., said Thousand Oaks should spearhead restoration by creating the nonprofit group.

The group’s main task would be to help existing businesses stay in the five-mile downtown stretch of Thousand Oaks Boulevard between Lynn and Lakeview Canyon roads, the study said. It suggested that the group start its first year with a budget of $250,000 to $300,000.

The City Council is expected to review the results of the study Tuesday, Lewis said. He said it would also be presented at a separate public study session.

The $15,000 report was written with the help of the National League of Cities.

It was based on a survey of 236 managers and owners and telephone interviews with 140 residents.

The consultants also recommended that development be focused on five defined districts, starting first with the area around the city’s planned $63.8-million civic arts plaza at Conejo School Road.
