Sen. Joseph R. Biden Jr. (D-Del.), chairman of the Senate Judiciary Committee, demanded a greater role for Senate Democrats in selecting Supreme Court nominees and vowed to oppose President Bush’s next choice if he or she does not represent a “middle ground” philosophy.
