Luxembourg Ratifies Pact for Unified Europe

Parliament voted Thursday to ratify the Maastricht treaty creating a unified Europe, making this tiny grand duchy the second nation in the European Community to approve the accord.

The 51-6 vote in the 60-member Chamber of Deputies came after a last-minute attempt to restrict voting rights of foreigners.

The treaty, negotiated last December in the Dutch city of Maastricht by the leaders of the 12 EC nations, must be signed by Luxembourg’s Grand Duke Jean before it becomes national law.
