3 Planning to Run for San Juan Council

Just days into the filing period, three candidates have already announced plans to run Nov. 2 for two open seats on the five-member City Council.

The three are Jerry Harris, a stables owner and appointed incumbent; Tricia Elflein, a co-owner of the San Juan Marketplace, and Collene Thompson Campbell, a businesswoman and former planning commissioner.

Harris and Elflein took out filing papers and Campbell issued a press release to launch her candidacy.

Harris and Campbell were both close but unsuccessful candidates in the 1990 council race for three seats. Campbell finished fourth and Harris fifth.

The filing period is scheduled to close at 5 p.m. Aug. 7. If incumbent City Councilman Kenneth E. Friess, as he has said, does not enter the race, the filing period will extend to 5 p.m. Wednesday, Aug. 12.

Anyone who is a registered voter and a resident of San Juan Capistrano may file. There is no cost to file for candidacy, although anyone who wishes to include a candidate statement on the ballot must pay $300 for an English version and $600 for a Spanish one.
