The Navy is canceling the promotions of two admirals who were linked to sexual harassment cases unrelated to the Tailhook sex-abuse scandal, a senior officer said. The officer, speaking on condition he not be identified, said the Navy is canceling the promotion of Vice Adm. Jerry O. Tuttle, a three-star admiral who had been nominated by the White House to become assistant chief of naval operations for air warfare. Also affected is Rear Adm. Joseph W. Prueher, who had been nominated for promotion to a three-star grade. He was to assume command of the 3rd U.S. Fleet based in San Diego. The New York Times said Adm. Frank B. Kelso II, the chief of naval operations, decided to withdraw the promotions because a lengthy Senate confirmation process would leave the key slots open for weeks.
