AN UPSIDE? Here’s a sign of the economic times: Bankruptcy filings in the county are still at record numbers (D1). But some good news: The rate is rising a little slower. Filings in 1991 were 32% higher than the year before; this year’s escalation so far is at 15%. . . . Says Irvine bankruptcy lawyer Robert E. Opera: “We’re extremely busy; I’d rather see the economy improve so our clients have a greater chance of reorganizing their affairs.”
