NORTH HOLLYWOOD : Rules OKd to Create New Citizens Group
The Los Angeles City Council on Wednesday adopted rules to govern formation of a 25-member citizens panel that will advise the city on the future of the North Hollywood redevelopment project.
The council established the size, composition and method of election of the Project Area Committee, a citizens group that must be set up before the lawmakers consider renewing the Community Redevelopment Agency’s mandate to revitalize North Hollywood.
The agency’s previous mandate for urban renewal in North Hollywood expired earlier this year.
On the advice of council President John Ferraro, who represents the area, the council last spring abolished the former North Hollywood Project Area Committee amid charges of irregularities in the election of its members. The committee, which had been torn by years of dissension, was dominated at the time by critics of redevelopment.
The new rules require that the Project Area Committee have 25 members, 10 each elected by the homeowner-tenant and business communities and five from community organizations, and that candidates receive at least one-third of the votes cast to win election.
Local redevelopment critics dispute the council’s authority to adopt any rules for the committee, which they claim can be established only by community consensus.
