NEW DONKEYS: Local Democrats are optimistic Bill Clinton can take Orange County from George Bush, who swept it in 1988. With pushes during their national convention and at the Orange County Fair, 11,755 have registered as Democrats here since the June 2 primary. Says local Democrat chairman Howard Adler: “Things are much better than we ever dreamed about.” . . . But then, the GOP still outnumbers them here by almost a quarter of a million voters.
