Not only should Baker continue in office but candidate Bill Clinton might offer Baker an official role in the Israeli-Arab negotiations when he is elected President.

Good government and good politics are not mutually exclusive. Too often are competent men denied an opportunity to contribute their experience when there is a change in party. While “change” has become a shibboleth, there is a place for positive continuity, at least in this one aspect of the Bush Administration.
