Chinese Official Bars Independent Unions

BEIJING —
China’s labor minister Monday ruled out allowing independent labor unions as part of capitalist-style reforms, which have caused uneasiness among workers facing layoffs.
The labor minister, Ruan Chongwu, also played down reports of worker unrest escalating as the Communist government attempts to break the “iron rice bowl,” the popular name for China’s tradition of lifetime employment regardless of work performance.
