OCEANSIDE : Raises Frozen for City Executives

The Oceanside City Council on Wednesday froze pay raises for top executives.

The unanimous decision affects only merit step increases for the city’s nine department heads, said interim City Manager James Turner.

Council members said two weeks ago that they were stunned to find out that Turner was planning to increase the pay of department heads only a month after the city was forced to lay off more than 20 workers and demote others to help balance the budget.

Turner said he was only trying to give the executives the same merit step increases, which are based on performance and years of service, due most other employees.

Pay increases would have averaged $3,000 a year for each of the department heads.

Step increases for middle managers and other employees are not affected by Wednesday’s decision, Turner said.
