HUNTINGTON BEACH : 14 Take Out Papers for Council Races

As expected, Mayor Jim Silva and Councilman Don MacAllister have filed for reelection to the seven-member City Council in the November. They were among 14 candidates for the City Council who completed their filings by the 5 p.m. deadline Friday.

Three council seats are up for grabs this year. Councilman Peter M. Green is completing eight years on the council and under city law cannot run for another term.

Former Mayor Wes Bannister, who left the council in 1990, decided against running again for another four-year term on the council. Bannister was among those who took out blank filing papers earlier this year, and many expected him to vie for the council seat being vacated by Green.

But Bannister, who owns an insurance agency, on Friday said he decided it is too difficult to maintain a business in the city while serving on the council. Bannister, the Republican nominee for state insurance commissioner in 1990 who lost the campaign to Democrat John Garamendi, said he is considering another bid for the state insurance post.

“The governor’s office has contacted me about this, and I think I’ll probably go for it in 1994 if I can raise enough money for the type of campaign that’s necessary,” Bannister said.

Two members of the city Planning Commission, Susan Newman and Victor Leipzig, were among the 14 who filed for the City Council election. Former Planning Commissioner Mark Porter and Dave Sullivan, president of the citizens group Huntington Beach Tomorrow, were among those who filed by Friday’s deadline.

Other candidates filing by the deadline were George E. Arnold, Thomas W. Hyatt, William Moore Thompson, Brian McAneny, Daniel A. Traxler, Bob Stuart, Scott A. Borzi and Vida L. Martin.

One person filed by the deadline to run against incumbent City Clerk Connie Brockway for a four-year term. The challenger is Mark Steven Miller. City Treasurer Don Watson will run unopposed for another four-year term.
