GETTING BELTED: Lyle Whitten of the Westminster California Highway Patrol office has a fast answer as to why Orange County traffic fatalities are lower--down 10% in 1991. . . . “Seat belts,” Whitten says. “There is a direct correlation between seat belt use going up and traffic deaths going down. . . . But the statistics are still grim: While Orange County ranked only sixth statewide, more than three-fourths of those killed here didn’t buckle up.
