Oregon Officials Vote to Close A-Plant: Oregon utility officials voted to close the troubled Trojan nuclear power plant by 1996, 15 years before its license expires. The decision must still be approved by the state Public Utility Commission. The 15-year-old reactor restarted in February after being shut for nearly a year because of cracks in its steam generator system. At the time, utility officials said their options included replacing the steam generators, suing Westinghouse Electric Co., the plant’s designer, or shutting the plant. Portland General Electric Co. directors decided that closing the plant would be the least costly alternative for ratepayers, said Ken Harrison, the utility’s chief executive. There are also two measures on Oregon’s November ballot that would force the immediate closure of the plant.
