VENTURA : Plan OKd to Make Builders Add Low-Flush Toilets
The Ventura City Council approved a plan Monday night that will allow new commercial development if builders replace water-wasting toilets in existing buildings with low-flush models.
The city will grant new building permits to developers if they first find commercial buildings with toilets that use more than 3.5 gallons of water per flush and replace them with toilets that use 1.6 gallons, officials said.
In 1990, the city declared a water emergency and imposed a moratorium on new water hookups, which halted all new development.
The council-approved plan does not apply to new residential construction. Three or four businesses in the city have already expressed interest in the program, said Henry Graumlich, an administrative assistant in the Public Works Department.
