TRIPOLI : Libya on a Leash
The U.N. Security Council on Saturday is due to consider tightening sanctions unless Libya turns over two suspects in the 1988 terrorist bombing of a Pan Am airliner over Lockerbie, Scotland, which killed 270 people.
The council imposed an air and arms embargo on Libya on April 15 for failing to surrender the pair, whom the United States, Britain and France want to put on trial. And it made clear it would consider tougher steps, such as trade restrictions and even a ban on Libya’s vital oil exports, if there was no action in four months.
There may yet be another delay, however. Tripoli is seeking a further postponement of the deadline, and given the world body’s preoccupation with Bosnia and Iraq at the moment, diplomats say it may get one.
