BARGAIN HUNTERS: County transportation officials in April wondered if ridership on express buses within the county might increase if they dropped the fare from $2 to $1. They found out: A new report shows that ridership more than doubled by the end of June--from 2,608 a month to 5,631. The biggest jump was in bus riders on the line running from San Juan Capistrano to the Santa Ana Civic Center: Its number of daily passengers more than tripled.
