DOWN, NOT OUT? Laguna Niguel Councilwoman Patricia C. Bates blames an eleventh-hour mailer for her loss in the June Republican primary to Oceanside attorney William Morrow in the 73rd Assembly District. But Bates’ supporters say it may not be over. They’re hoping she’ll give the nod to a write-in campaign in November. Without the write-in campaign, Morrow should be a virtual shoo-in because of low Democratic voter registration in the district that is split between Orange and San Diego counties. . . . “I’ll only say for now that it is a very, very serious consideration,” says Bates.
