OXNARD : Dump Study Called ‘Seriously Flawed’

Opponents of a proposal to extend the operation of Bailard Landfill in Oxnard beyond 1993 called a revised environmental study “seriously flawed” at a public hearing Wednesday.

Voters Against Bailard, a group of neighbors and other critics of the Bailard Landfill, contended that the study issued by the Ventura Regional Sanitation District brushed aside a number of environmental problems and ignored federal landfill regulations.

Speaking at a public hearing held at the Oxnard Community Center, Patrick Forrest of Voters Against Bailard said the public needs more time to review the revised environmental report.

Forrest said the group “feels that by inattention, accident or design, the public has been systematically and unfairly excluded from meaningful . . . review of a publicly-owned landfill project . . . “

The group cited numerous areas of the report prepared by the environmental consulting firm of EMCOM that it said were misleading or had ignored relevant material.

The omissions included a purported failure to address new landfill regulations, or the chances for ground water contamination, flooding, air quality or health risks if the landfill on the Santa Clara River remains open after its permit expires at the end of next year.
